    B. Vastly Increasing Exclusively-Licensed Allocation is Unsustainable, Inefficient and Anti-Consumer As smartphones with PC capabilities and broadband aircards gain access to faster 4G and LTE networks beginning next year, total wireless data consumption will increase geometrically. The iPhone has proven to be the canary in the proverbial spectrum coal mine: with the equivalent of a mobile computer and thousands applications to choose among, iPhone users consume between five and ten times the bandwidth as other Smartphone users – and hundreds of times the bandwidth of ordinary cell phones. At a recent FCC Broadband workshop on spectrum, a representative from AT&T noted there had been a nearly 5,000 percent increase in data traffic over their wireless networks over the last three years.8 Cisco’s annual projection of global Internet traffic predicts a 129% compound annual growth rate (CAGR) for mobile data over the next five years in North America (through 2013).9 The increasing market penetration and use of smartphones with capabilities similar to today’s iPhone and G-1 may increase mobile data demand by a factor of 16 or more within five years (conservatively growing from approximately 3,700 to 62,000 terabytes – see figure 1 below).10 The network capacity needed for mobile Internet applications will dwarf the capacity currently used for voice and texting, each of which are low-bandwidth applications. Furthermore, actual mobile data demand is likely to be far greater than even these estimates predict: First, as noted above the smartphone data projection we assume is conservative. It assumes the penetration of devices with capabilities similar to today’s iPhone will increase from 17% to 50% and that the average smartphone user will consume only as much data (400 8 MB/month) as today’s iPhone user. Second, this handset projection does not include the projected growth of mobile broadband aircards used with laptops, notebooks and netbooks. According to Cisco’s study, a single laptop generates as much wireless data traffic as 450 basicfeature phones. By comparison, a Blackberry generates as much traffic as 30 basic-feature phones. Cisco projects a 117% CAGR for aircards through 2013, with aircard/PC data consumption nearly as large as smartphone demand. Third, pervasive connectivity will rapidly become integrated in applications for sensing networks, health care (e.g., remote monitoring), energy conservation (e.g., smartgrid, home appliance networks), education, public safety, and e-government – much as devices like the Kindle are already embedding wireless connectivity.

    ...the Commission’s pending extension of Carterfone rules to mobile Internet access services will be critical to ensuring that consumers have the choice to use devices capable of automatically switching among multiple wireless networks based on the consumer’s (and not the carrier’s) preferences. We would expect that freed from carrier control, wireless device innovators will be motivated to offer consumers hybrid devices that can determine on the fly what connectivity is most economical for the consumer at a given time and place. • Wholesale Access An allocation conditioned on leasing bandwidth or transmission to any ISP or application/service (e.g., for embedded connectivity) will promote market entry, roaming, competition and innovation. Spectrum made available in traditional one-off auctions are also often too expensive for small, local providers and start-ups; and even for more established carriers, the auction blocs may not correspond well to the target market. Auctioned spectrum is even less appealing to device and service providers – including an increasing number serving the need for embedded connectivity in “smart” energy, environmental, telemedicine and distance learning applications. Wholesale access allows for more intensive, flexible and efficient use of spectrum resources that also promotes robust competition among wireless operators and allows for innovative uses and products. 1) Unlicensed and Opportunistic Access: Unleashing an abundance of spectrum and driving down its cost as an input for all things mobile is the single best means by which the Commission, the Administration and Congress can promote innovation and consumer welfare in wireless. Not every American, nor even every innovator and entrepreneur, can obtain a spectrum license – a constraint that is even more severe in a period of “scarce” licenses sold at high-price auctions. Nor can individuals avoid paying an intermediary to transmit bits over the air, or share a wired broadband connection, or communicate on a peer-to-peer mobile basis, without direct citizen access to the airwaves. Unlicensed bands – and opportunistic access to unused portions of even licensed bands – are proven means to meet these communication needs as well as to fuel the fires of innovation and entrepreneurship. As noted below, more shared spectrum access is both feasible and essential for consumers to realize the full benefits of the next generation of highcapacity and pervasive wireless connectivity.

There is simply no way that copper T1s can support the huge increases in wireless traffic that are already under way.”17 While it is certainly encouraging to know that “[v]irtually all wireless carriers are currently mounting major campaigns to upgrade backhaul facilities to fiber,”18 as with cell sites it appears impractical and redundant to bring carrier backhaul close to the typical consumer. ******************************************* Exacerbating the shortage of carrier-provisioned backhaul IS THE FACT THAT THE TWO DOMINANT WIRELESS CARRIERS ALSO DOMINATE THE MARKET FOR SPECIAL ACCESS THROUGH THEIR WIRELINE SUBSIDIARIES, which – absent fairly radical regulatory reform – will make it that much more costly and unlikely that their smaller national and regional competitors can keep pace.

    US to auction airwaves, propose public safety plan Thu Feb 25, 2010 2:39pm http://www.reuters.com/article/idCNN2511135420100225?rpc=44 Auction could start early 2011 * FCC to seek up to $16 bln fund public safety project * Public safety could access entire 700 megahertz band WASHINGTON, Feb 25 (Reuters) - A segment of the airwaves that failed to garner enough bids during the 2008 spectrum auction will be offered to commercial carriers possibly early next year, the U.S. Federal Communications Commission said on Thursday. The segment, called the D-block, is part of the 700 megahertz band of the spectrum that raised about $19 billion for the U.S. government from auctions to carriers in 2008; but the D-Block failed to attract enough bids because carriers did not like some of the conditions for use. The opening of the D-block could be welcome news for smaller carriers such as T-Mobile, the U.S. unit of Deutsche Telekom AG (DTEGn.DE), seeking to acquire more spectrum to better compete with powerhouses AT&T Inc (T.N) and Verizon Wireless, a venture of Verizon Communications Inc (VZ.N) (VZ.N) and Vodafone Group Plc (VOD.L) (VOD.L). By deciding what to do with the D-Block, the FCC can move forward with building a nationwide wireless communications system for police, ambulances and firefighters, as well as U.S. and state agencies including the FCC and the Department of Homeland Security, to deal with disasters and emergencies. Jamie Barnett, chief of the FCC Public Safety & Homeland Security Bureau, said the plan is to also allow public safety workers access to the entire 700 megahertz band when necessary, and carriers which hold licenses in that band will be compensated accordingly. FCC officials said they will ask Congress to fund the emergency preparedness network, which could cost between $12 billion and $16 billion to build and operate over a period of 10 years. \"The private sector simply is not going to build a nationwide, state-of-the-art, interoperable broadband network for public safety on its own dime,\" FCC Chairman Julius Genachowski said at a briefing with reporters. Public safety workers have already been allocated one-eighth of the 700 megahertz band of the spectrum, which was vacated by the broadcasters during the digital television transition. That portion could be developed under a public-private partnership. Genachowski said the plan includes creating an Emergency Response Interoperability Center at the FCC to establish better communications among the array of emergency workers, including hospitals. Plans to auction the airwaves and establish an emergency network in the aftermath of the September 11 attacks will be part of recommendations to be made in the National Broadband Plan the FCC will release next month. The plan will also propose reallocating spectrum, including some held by broadcasters, to wireless companies anticipating a shortage, as more Americans surf the Internet on their mobile devices. The aim of the national blueprint, which is expected to make short- and long-term recommendations, is to help all Americans get access to broadband and establish very fast Internet speeds in most American households by 2020. But analysts say the plan could run into opposition from broadcasters reluctant to give up their airwaves unless they are offered a price that might be too expensive for the government to pay. In a move that would more than double the amount of airwaves assigned to commercial operators today, Federal Communications Commission Chairman Julius Genachowski said on Wednesday that he wants to free up 500 megahertz of spectrum to wireless carriers over 10 years, as part of the National Broadband Plan. Parts of the plan will be released to the commissioners at an open meeting on March 16 and the full plan will be released to Congress on March 17. He hopes some of the airwaves would come from broadcasters, which would get a portion of spectrum auction proceeds. He did not say how much the broadcasters would be paid to give up their licenses to use the airwaves. Genachowski\'s proposal is the latest chapter in the battle between broadcasters, unwilling to give up highly prized spectrum acquired from the digital television transition, and the wireless industry, which is concerned with a looming spectrum crisis as more people use wireless to surf the Web. Other experts said on Wednesday that Congress may need to approve such an auction process as it would involve companies benefiting from public assets. Because of the difficulty involved in passing legislation, this could delay the process. But the National Association of Broadcasters disagreed that they were using spectrum inefficiently. \"As a one-to-many transmission medium, broadcasters are ready to make the case that we are far and away the most efficient users of spectrum in today\'s communications marketplace,\" said Dennis Wharton, spokesman for the National Association of Broadcasters trade group. \"We look forward to working with policymakers to help expand the roll-out of broadband without threatening the future of free and local television, mindful of the fact that local TV stations just returned more than a quarter of our spectrum following our transition to digital.\"

  • Sprint Warranty Coverage Issue?

    Got phone 3/10/2009, it broke 3/11/2010. One year 10 HOURS after warranty technically expired. I called Sprint 3/11 to report and have it logged so there is a record of the timing. I plan to take it to a corp sprint repair shop today 3/12/2010. How much ammo should I be packing into battle or is this typically not an issue and something this close will get covered without any combat action? I have had similar warranty claims being filed very near after the official period and it was always handled in good faith and no worries. The CSR last night said the mfg. would not cover it so that got me a bit on edge, even though I don\'t believe she is fully and accurately informed but if she is I\'ll be more than a bit pissed. thx

    Sprint removed the spending limit on my account a couple of months ago. Does this mean that I can now charge a new phone to my account? If so, do they just add it to the regular bill or do they bill for the phone seperately?

    So she wants to port over, and we\'re possibly getting two brand new 8530\'s for $50. i have a question about porting: if i sign up for service, do i have to port right now? I\'d like to port her number over at a later date (she has a few more weeks left on her contract with Alltel). can anyone help?

    I have a very good plan but I\'m somewhat confused on what\'s best to do. I like to save money but I know I like the IPhone in a sense but Sprint has such better plans and I save about $30 a month compared to AT&T and Verizon with a plan that\'s not even as good as my plan with Sprint. However, I\'m worried about the phones, I have the original Touch Pro and we know how that is already and I really want to get rid of the phone. I like the Pre and that\'s about it as of right now that Sprint has available. I don\'t like phones without a physical keyboard so I don\'t really like the Hero and the Moment isn\'t really me. I know Sprint isn\'t getting the top phones no time soon, it\'s just the truth and I don\'t think they can really afford the heavy contracts, don\'t really have the user-base to attract the top dawgs and so forth so it\'s a matter of facing reality and getting a reliable cell phone with a good company. So with Sprint and there plans, it\'s pretty comparable to Metro PCS and Boost mobile only with much better phones.... however, a contract is always a tough thing to do and I\'ve been out of my contract since July 09. So I just wanted some opinions on whether signing a new contract to get a Pre is a good idea since it will save some money or not signing a contract and just finding another way a better choice? We all need cell phones and with Sprint prices... good or bad choice? Also if I sign a contract, how often am I allowed to change the phone? What if I buy another phone off the street every 3 months and activate it? Will Sprint restrict that?

    Yes; have the EDP 450 plan with an HTC Hero. We have an old BB 8130 that I would like to (occasionally) swap in and use although the Hero will remain the main phone on my line. Can I simply to the ESN swap myself online? Are their any plan changes needed (would be a bummer if there were) ? Thanks; /BD :cool:

    they have opened open enrollment, which means you can now add your phones on to insurance if you removed it or never had it, this month only, it only comes along once a year or two.. I just added it to mine

    I have been a Sprint user for a number of years now, mostly because all of my family is, satisfied but not blown away. I am going to be getting an iPad next month and I am debating a number of connection options. I would really appreciate any input you might have. My current internet provider is Comcast. My connect speed just this minute was 17 Mbps. I have some very specific needs that an iPad provides so I need to be connected in places other than just WiFi locations. AT & T is going to provide a 30$ a month unlimited plan with no contract. Sprint has suggested getting Overdrive, getting rid of Comcast, and using Overdrive for everything. Checking with Comcast, this might save me some money. The big question is how much I will be sacrificing in speed. A little sacrifice is okay, but if it is going to seem monumental, I don\'t want to do it. I will keep Comcast and use the AT&T plan. If you have used Overdrive, please tell me what you think. By the way, I live in the Denver, Colorado area.
